Waste Disposal Guide for South Carolina

South Carolina's solid waste management underwent a major regulatory change on July 1, 2024, when the Department of Health and Environmental Control (DHEC) split into two separate agencies: the South Carolina Department of Environmental Services (SCDES) and the Department of Public Health. SCDES now administers the Solid Waste Policy and Management Act and Regulation 61-107.19, which consolidated and replaced four previous regulations governing landfills and structural fill activities.

The consolidated regulation R.61-107.19 improves waste management by directing disposal based on waste characteristics rather than source of generation, providing better environmental and public health protection, facilitating public notification for permits, and requiring registration of structural fill activities. South Carolina classifies landfills into three classes: Class 1 for limited waste streams, Class 2 for waste meeting specific contamination limits, and Class 3 for municipal solid waste that cannot accept hazardous waste, lead-acid batteries, yard trimmings, whole tires, used motor oil, or large appliances.

Counties across South Carolina operate staffed convenience centers where residents can drop off household waste, recyclables, and bulky items, typically free with county ID. Landfill fees vary by county, generally ranging from $35 to $50 per ton for commercial waste, while residential use of convenience centers is often free. Large loads and commercial accounts are charged by weight according to county fee schedules.

Coastal counties maintain debris management plans for hurricanes and severe storms. After major weather events, temporary debris sites open to handle increased volumes, with vegetative debris often processed separately. Regular facility hours may extend during cleanup periods. The state's structural fill requirements mandate registration for activities using hardened concrete, clean hardened asphalt, bricks, masonry blocks, or land-clearing debris.

Starting January 22, 2025, generators must register in RCRAInfo and maintain an account to access the federal e-Manifest system. Starting December 1, 2025, exception reports must be submitted electronically through e-Manifest. Before visiting any facility, contact SCDES or your county solid waste department to confirm accepted materials, current fees, and operating hours.
