Trucks and pickups head there when trash needs to be buried rather than hauled elsewhere, and commercial haulers do bring loads through on a regular basis.
There’s a scale you drive over so the place charges by weight, meaning a stop when you come in and another when you leave. A small entrance booth is common at these sites; show up, get directed to the tipping area, then drop materials at the active cell or working face. Expect a lot of heavy equipment and earthen berms around the site - it looks like a working construction zone rather than a tidy transfer station.
