Locals and commercial haulers use it when smaller drop-off points won't take large or heavy loads, and it sits out on the edge of town where the road widens for truck traffic.
Drive in to a clearly marked entrance and pull up to the scale house; the site charges tipping fees based on weight, so vehicles are weighed. After getting directions at the booth, follow the haul roads to the working face where drivers tip and move on - the place looks like any active landfill with compacted earth, piles of cover dirt, and heavy equipment. Expect to stop at the scale again on the way out for an outbound weigh ticket, and give extra room for trucks turning and backing.
